Estancia SB Unanimously Backs SB Kim Bisa’s Resolution for Safer School Zones: 11 Schools to Get Pedestrian Lanes

A safer walk to school is coming for thousands of Estanciahanon students.

On June 22, 2026, the Sangguniang Bayan of Estancia took decisive action for child safety. SB Member Kim Carlo E. Bisa authored and moved Resolution No. 2026-147, which was unanimously approved by all members present during the council’s regular session.



With the full support of the Municipal Legislative Council, the resolution formally requests the Department of Public Works and Highways Iloilo 3rd District Engineering Office to install and paint pedestrian lanes and crosswalks in 11 school zones across the municipality.

Why This Resolution Matters

Every day, thousands of elementary pupils in Estancia cross busy national and municipal roads to get to class. Many of these school zones currently have no marked pedestrian lanes, exposing children to unnecessary road safety risks.

This resolution directly addresses that gap. It is a proactive, cost-effective step to prevent vehicular accidents involving students and give parents peace of mind.

11 Schools Covered by the Resolution

The following educational institutions will benefit from the proposed pedestrian lanes:

Elementary Schools:

  1. Cano-an Elementary School
  2. Estancia Central Elementary School
  3. Paon Elementary School
  4. Gogo Elementary School
  5. Botongon Elementary School
  6. ESDAM Elementary School
  7. Lumbia Elementary School

Day Care Centers:
8. Day Care Center, Brgy. Bayuyan
9. Brgy. Cano-an Day Care Center
10. Brgy. Tabu-an Day Care Center
11. Brgy. Villa Pani-an Day Care Center

Legal Basis and Unified Council Action

The measure is grounded on three key policies: DPWH Department Order No. 101 s. 2015, Republic Act 7160 or the Local Government Code of 1991, and DepEd Order No. 55 s. 2013 or the Child Protection Policy.

Vice Mayor Mark Joseph J. Cordero presided over the session where the motion was unanimously seconded and concurred by all members present, showing strong legislative unity behind student welfare.
